Eurostat: “This question covers any use of the internet - whether at home, at work or from anywhere else and whether for private or professional purposes.” (source)
The data come from a sample survey, the EU survey on the use of ICT in households and by individuals. The national statistical institutes run it every year. The figures are what people reported about themselves.
How to read these numbers
How it is measured
The figure is what people say about themselves. Any use of the internet counts, at home, at work or anywhere else, for private or professional purposes. A person who used it once, years ago, does not count as never having used it.
Denmark has no value for 2024 and 2025. In both years the country-level data show practically every Dane as having used the internet.
Ireland's and the Netherlands' figures jump from one year to the next, near zero in some years and several times higher in others. Eurostat gives no reason.
Breaks in the series
A break in the series (flag b) means that a value is not fully comparable with the years before it. This concerns Germany (2021), Ireland (2021) and the EU (2021).
Estimates
An estimated value (flag e) was estimated, not measured or counted in full. This concerns the EU (2020).
